As a coworker and friend, Rick was a dedicated, diligent and positive can-do engineer throughout his career with the Atlantic Division, Naval Facilities Engineering Command and DoD. He spent many long hours of his personal time in his work, especially in development of the Environmental Impact Statement for the Navy's use of Vieques Island, Puerto Rico. He will be sorely missed.
